Using Threshold Cryptography in CA Protocols Can Insure Security and Availability of e-Gov PKI

Currently, many governments are taking steady steps to transform their procedures, policies, and processes into what is known as e-Government. Such evolution is so important for every nation to keep up with the increase demand for better, faster, and more convenient services for the citizens. On the other hand, a major success factor for the e-Government is the existence of a reliable communication infrastructure. Public Key Infrastructure (PKI) is a cornerstone technology that ensures communication security and confidentiality between participants in the eGovernment system. Yet, failing to implement PKI best practices can cause whole e-Government components to collapse. The purpose of this paper is to advocate the benefits of applying proven secret-sharing protocols into Certificate Authority (CA) component of the upcoming deployment of PKI, which is undertaken by the Ministry of Communications and Information Technology (MCIT) in Saudi Arabia. Such protocols will increase availability and security of online CA.
